the program to make these "cartoons" is called adobe flash. Google it or something, it costs $900. But there is a 30 day trial.
In order to make masterpieces, like mindchamber and alvin-earthworm do, you either need to be extremely talented, or put the time and effort into it. It honestly is not easy. You will spend many hours crying, cuz flash is so hard to learn, but it all pays off i guess. But I only guess, because I am not there yet(and wont ever be). Maybe good animators still cry at all the time they put into their animations.
